Promotion of the Development of PPP Models in COMESA States

EKWA Principal Monique Bolmin was a PPP Legal Expert on this project in consortium with BKP Development.

AIR, the regional investment agency, was created by COMESA in order to promote communal investment. AIR has assisted in the creation of 19 Investment Promotion authorities, ministries, and agencies in the region to create an environment which is especially favorable to investment in PPPs. This project performed an analysis and subsequent recommendations for the 19 regional Investment Promotion organizations, specifically targeting regulation and institutional support for PPP projects. Particularly important sectors which can be optimized through PPPs include energy, transportation, water and sanitation, and education. The consortium provided COMESA with best-practice recommendations and tools to promote PPP projects in member countries.

The project resulted in:

• Identification of best practices and sharing of experience for PPP implementation
• Development of PPP models
• Institutional capacity-building regarding the fundamentals of PPPs, including social, economic, and environmental sustainability, capital infusion, regulatory optimization, and accessability
• Provision of standard PPP contracts in key sectors previously discussed
