East Africa: Assistance to Intermediary Actors in order to Identify, Develop, and Promote PPP Infrastructure Projects
EKWA principal Monique Bolmin was a PPP legal expert subcontracting for BKP Development on this project. The project objective was to to promote the utilization of private sector experience in engineering, construction, and infrastructure for PPP projects in East African Community states. To this end, a regional framework for the utilization of PPP project standards was created.
This framework:
- Identified a selection process for PPP projects
- Evaluated the best utilization of public funds for the establishment of PPP parameters
- Determined the prioritization and timeline for the execution of PPP projects in accordance with the political and legal capacity of EAC member states
- Defined and implemented transparency mechanisms
- Determined the procedure for soliciting external council
- Engaged all stakeholders in the PPP pipeline to have a dialogue about priorities and concerns regarding public goods
- Reinforced organizational capacity of EAC members to support non-state actors
- Created a roadmap for the promotion and evaluation and promotion of PPPs in EAC member states
