Private Sector Development Program via the Promotion of Investments in Port-au-Prince, Haiti
EKWA performed the following services:
- Analysis of the latest versions of the bill creating the ADE and the draft law PPP to clarify the respective responsibilities of the ADE and the UCG / PPP and the modalities of their collaboration particularly with regard to: (i ) the prior assessment of partnership projects; (ii) the identification of priority projects and (iii) the conduct of contracting procedures
- Development of a memorandum of understanding specifying the modalities for coordinating the actions of the two institutions concerned in the promotion and development of PPPs
- Implementation of two workshops which informed relevant stakeholders of the terms and practical implications of the proposed MoU and clarified any outstanding issues, particularly with regard to the additional public procurement arrangements envisaged for PPP projects
- Analysis of the legal and institutional framework governing the development and implementation of PPPs in Haiti, including the respective roles and responsibilities of the institutions involved
- Drafting of a Protocol of Agreement between the Economic Development Agency (Ade) and the UCG / PPP (PPP Unit) to Coordinate their Respective Activities in the Promotion and Development of PPP Projects
